The effective rate is the loan's real price tag
The effective interest rate (EIR) is the true annual cost of a loan once flat-rate interest, fees and the reducing balance are converted to one comparable number.
The rate on the poster and the rate in the disclosure are different animals. Here is how to read the one that decides what you pay.

Advertised rate vs effective rate
The effective interest rate (sometimes 'true cost of borrowing') is the annualised rate that accounts for three things the headline ignores: the reducing balance, one-off fees deducted from your payout, and any payment pattern quirk. Two loans can both say '6%' and differ by a full percentage point in effective terms once fees enter. Bank Negara's fair dealing rules require the effective rate to be disclosed in the loan agreement and the loan disclosure sheet — read that number, not the poster.
The fee drag, in numbers
RM10,000 personal loan, 3 years, 6% p.a. flat, RM300 processing fee deducted at payout. You receive RM9,700 but repay on RM10,000. Effective cost lands around 8% p.a. — two points above the headline. The shorter the tenure, the harder any fixed fee hits the annualised rate; a RM500 fee on a 1-year loan adds ~5 points, on a 7-year loan under 1.
Islamic: effective profit rate
Islamic home and personal financing discloses an effective profit rate alongside the declared rate for exactly the same reason. When comparing a conventional and an Islamic offer, the effective figures are the comparable ones; declared rates across structures (BBA vs home financing-i) are not.
Your comparison checklist
Ask every lender for: effective rate p.a., total amount financed (after fees), monthly instalment, total payment over tenure. Two of those five numbers are marketing; the effective rate and the total payment are the deal. If a lender cannot state an effective rate, treat that as the answer.
Worked examples: same loan, three fee levels
The same RM20,000, 5-year personal loan at 8% p.a. reducing changes shape as fees change. No fee: instalment about RM406, total interest about RM4,370, effective 8.0%. RM400 fee: you receive RM19,600, instalment unchanged, effective about 8.9%. RM800 fee plus RM50 insurance: effective about 9.9% and the poster still says 8%. Run all three through an effective-rate calculator before signing; the disclosure sheet must state the effective figure.
Credit cards: the minimum-payment trap in effective terms
Card marketing quotes 15% p.a., but the effective cost of revolving a balance while paying only the minimum (commonly 5% of the balance or RM50, whichever is higher) is far higher: finance charges accrue daily on the full outstanding, and cash advances often carry a fee plus a higher daily rate from day one. A RM5,000 revolved balance paying minimums can take years to clear and cost RM1,500 or more in charges. If you revolve every month, a personal loan at a disclosed effective rate is usually the cheaper instrument; compare on the same basis.
Where the number appears on the documents
Malaysian banks present a repayment schedule with the effective profit/interest rate stated, alongside the declared rate. Under the Consumer Protection Code the product disclosure sheet must show the effective rate and total cost. Photograph both pages before signing. If the sales quote and the disclosure differ, the disclosure governs; if it omits an effective rate, ask for it in writing, because refusal is itself information.

Frequently asked questions
Is a lower flat rate always cheaper than a higher effective rate?
No. They are different quantities: a 4% flat rate over a 7-year hire purchase is roughly a 7.4-7.9% effective rate. Compare effective to effective, never flat to flat.
Does the effective rate include insurance?
If the premium is financed or deducted from payouts, yes: any amount that reduces what you receive while increasing what you repay raises the effective rate. Premiums paid separately outside the loan do not change it.
What is a good effective rate for a personal loan in Malaysia?
There is no single number. Effective rates on bank personal loans commonly land from roughly 8% to the mid-teens once fees are included, depending on tenure and fees. Compare disclosed effective rates across offers on the same day.
